INTERNAL COMPLIANCE COMMITTEE (ICC) POLICY

1. Introduction

The Internal Compliance Committee (ICC) of Anbu College of Nursing is established in accordance with national regulations, including the UGC guidelines and the POSH Act, 2013 to address grievances related to harassment and misconduct. The ICC ensures that the institution operates in a legally compliant, ethical and transparent manner and provides a secure environment for learning and professional growth.

2. Legal Framework

This policy is aligned with:

  • >> The Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013
  • >> University Grants Commission (Prevention, Prohibition and Redressal of Sexual Harassment of Women Employees and Students in Higher Educational Institutions) Regulations, 2015
  • >> Indian Nursing Council (INC) guidelines
  • >> The Tamil Nadu Dr. M.G.R Medical University guidelines
  • >> The Tamil Nadu Nurses & Midwives Council guidelines.

3. Scope

This policy applies to all students, faculty, administrative staff and any individuals associated with Anbu College of Nursing including interns, volunteers and visitors

4. Objectives

  • >> Ensure legal and regulatory compliance within the institution.
  • >> Promote ethical conduct, transparency and accountability.
  • >> Create a safe, respectful and inclusive environment.
  • >> Address complaints of sexual harassment and misconduct effectively and confidentially.
  • >> Monitor and report on compliance with nursing and academic standards.

5. Roles & Responsibilities of ICC

  • >> To receive and address written complaints of sexual harassment and misconduct.
  • >> To conduct inquiries in accordance with the principles of natural justice.
  • >> To recommend suitable disciplinary action based on findings.
  • >> To ensure interim relief measures for aggrieved individuals if required.
  • >> To maintain confidentiality and impartiality at all stages of the process.
  • >> To submit bi-annual/annual reports to the college administration.

6. Procedures for Complaint Redressal

a. Filing a Complaint:

Complaints can be submitted in person or by email to the ICC immediately. Complaints should include date, place, nature of the incident and individuals involved.

b. Preliminary Inquiry:

Upon receiving a complaint, the ICC will review its admissibility and inform the parties within 7 days.

c. Investigation Process:
  • >> Hearings are conducted confidentially.
  • >> Both parties may present evidence and witnesses.
  • >> Inquiry to be completed within 30 days.
d. Post-Inquiry:
  • >> Findings and recommendations are submitted to the Principal / Dean.
  • >> Disciplinary actions, if recommended, must be implemented within 60 days.
  • e. Appeal Process:
    • >> Either party may appeal the decision to the governing authority within 30 days of receiving the outcome.

    7. Penalties for False Complaints

    While the ICC respects the right to file complaints, false or malicious complaints may result in disciplinary action, after due inquiry.

    8. Training and Awareness

    The college shall conduct regular training sessions, workshops, and orientation programs for students and staff on compliance, ethics, and POSH awareness.

    9. Policy Enforcement and Review

    This policy will be monitored and reviewed by the ICC annually. Amendments shall be made in accordance with changes in legislation or institutional requirements and approved by the Principal.
